PRIMARY PURPOSE:

Directs and supports the development and operations of all youth and teen related programs and services provided by the branch location. Leads the daily operations of the Youth Department including providing quality youth, middle school, and teen programs; scheduling, supervising, and leading youth staff; developing and implementing youth, middle school, and teen programs; and providing financial oversight of program budgets.  Ensures the safety of the members, program participants, and patrons.  Serves as a representative of the YMCA by providing quality youth programs, while meeting all standards and expectations.  Leads Social Responsibility initiatives and efforts for the branch.  Ensures the strategic and tactical goals of the Association are met. Reports directly to the Youth Program Executive.  

ESSENTIAL DUTIES/FUNCTIONS:

Ensures that the strategic and tactical goals of the Association are met.  Keeps in mind the Strategic Advantages of: YMCA Values, Community-Based Branches, Equity and Inclusion, and Multi-Generational service.  Utilizes the association Strategy Screen in operational decision making.  Understands the association Strategic Priorities including the Community Impact areas of Youth Development, Healthy Living, and Social Responsibility.

Program Development:

  • Develops and delivers quality, values-based youth and social responsibility programs which reflect the YMCA mission and goals.
  • Conducts continuous needs assessments to ensure current programs are relevant and new programs are initiated.
  • Recommends program direction and manages a growth rate as projected.
  • Ensures regular and frequent communications with staff, participants, members, and branch leadership team.
  • Establishes and monitors success indicators and develops/implements action plans when necessary.
  • Monitors programs to ensure all YMCA, youth program standards, SOPs, and expectations are met.

Staff Development:

  • Recruits, develops, trains, leads, nurtures, and recognizes staff; builds team spirit; leads by example.
  • Schedules employee hours, ensuring coverage of programs which includes coverage for shift breaks and scheduling substitutes when necessary. Fills in various positions and roles as needed.
  • Provides staff trainings/certifications, securing necessary facilities, materials, and resources to ensure all staff trainings are kept current.
  • Works with assigned staff to ensure achievement of key result areas.
  • Develops/implements staff development plan.
  • May be assigned supervision of Coordinators and/or youth support roles.
  • Achieves high staff retention and morale.
  • Ensures staff reflect the YMCA’s mission and values.

Fiscal Management:

  • Develops and controls budgets, produces and uses management data, submits accurate and timely reports.
  • Executes positive management of income/expense budget to ensure year-end target net.
  • Takes proactive interventions on budget variances and develops action plans for improvement.

Volunteer Development/Board Leadership:

  • Involves, recruits, and trains volunteers for programs, committees, and Annual Campaign.
  • Increases growth in volunteers and volunteer opportunities.
  • Serves as a staff liaison to the Board and assigned committees.

Member/Volunteer Relations:

  • Provides opportunities for greater involvement in the YMCA.
  • Enlists, trains, and recognizes programs, services, and fund-raising volunteers.
  • Organizes and maintains relationships with member and participant groups.

Financial Development:

  • Participates in the Annual Campaign.
  • Provides on-going recruitment and maintenance of volunteer work force and campaigners for the Annual Campaign.

Community Development:

  • Builds community within the branch through working together in inter-department groups.
  • Collaborates with schools, churches, and other community organizations to serve identified needs of the total community.
  • Works strategically with community partnerships on all social responsibility programs and initiatives.

Facility Management:

  • Maintains a safe, clean, healthy environment for all participants, staff, and guests.
  • Develops operating procedures to ensure a safe, clean, healthy YMCA environment.
  • Ensures staff follows branch maintenance/risk management program.

Marketing and Public Relations:

  • Communicates YMCA mission, programs, and promotes awareness of YMCA activities and events to the community.
  • Exemplifies the YMCA mission and the pillars of character development: honesty, caring, respect, responsibility, and diversity.

Association Support:

  • Provides leadership in association, participates in association events.
  • Participates in association trainings.

Safety & Risk Management:

  • Prevents/minimizes casualties or accidents by ensuring a safe environment for all program participants and members.
  • Ensures staff safety trainings and certifications are kept current and emergency action plans are included in staff training efforts.
  • Maintains a “safety-first” mindset and immediately corrects any safety hazards.
  • Submits any accident or incident reports in a timely manner and follows through to completion.

Child Abuse Prevention:

  • Ensures that staff and volunteer screening requirements & instruments are being used consistently in order to mitigate abuse risk.
  • Provides staff and volunteers with on-going supervision and training related to abuse risk by providing regular feedback regarding boundaries and consumers.
  • Reinforces staff and volunteers to adhere to policies and procedures related to abuse risk.
  • Responds seriously and confidentially to reports of suspicious and inappropriate behaviors, and respond quickly to policy and procedure violations using the organization’s progressive disciplinary procedures.
  • Complies with the YMCA and State of Hawaii abuse reporting requirements.
  • Reports all violations of essential abuse risk incidences to the Executive Director, Chief Operations Officer, or the Chief Financial Officer immediately.

QUALIFICATION REQUIREMENTS: 

Skills/Knowledge:

  • Must be people oriented, possess strong management and supervisory skills, be well organized, and be multi-task oriented.
  • Requires proficiency in group work process, program and staff development, and youth curriculum development.
  • Must possess excellent interpersonal and communication skills, be well organized, and be able to work well with teams.
  • Must be computer literate and proficient in Microsoft office programs.
  • Should possess a knowledge of program fiscal management.
  • Must have the ability to train and lead staff and volunteers.
  • Requires strong knowledge of childcare programming for school-age children.

Education/Training:

  • High school diploma or GED required.
  • Bachelor’s degree in related field preferred or equivalent combination of education and experience.
  • CPR/AED and First Aid required.
  • TB clearance required.
  • Valid driver’s license and clean traffic abstract required.

Experience:

  • 3 years minimum experience in program planning and supervising of staff and volunteers.
  • 3 years minimum experience working in child care, youth, and teen programs and/or activities.
  • Must have experience in working with, training, and developing staff and volunteers.
  • Must have experience in developing and creating programs.
  • General office operations experience preferred.
